it doesnt really matter if you're bisaya or tagalog, if you have a good education, you should be able to speak good english. "good" is very subjective though. if native speakers of english such as american or british english can clearly understand what you're saying, then definitely you can speak good english but if they're having a hard time understanding it due to taglish, bislish or ceblish
